I am fairly certain you can restrict access to specific reports through Menu Security, you would just need to find out what menu that is calling, we do this for some reports here.

I ran into this exact thing not to long ago!!!
It’s in the Processes Menu. Mass Print AR Invoices. My notes say it’s ARRP5995, but I don’t know if that will be the same menu ID for you.

You can control this through process security. You can restrict the use of submit to agent and run direct by security group.
