Job Closing - Complete and Close UnEngineered and Unreleased job

We wish to check with you why the system is allow user to complete and close the unengineered and unreleased status job ?

As per our testing, the Unengineered and Unreleased job unable to perform in Time and Expenses, Issue Material and Job Receive module but why it is allow to complete and close ?

There is no other way to close a job other than deletion. So, if you had some jobs that were no longer going forward and you did not/could not delete the job, the only other way to close it is through the normal process.
