Job Completion not completing ops

I've also seen this happen but never found a reason for it!

I was just wondering whether anybody has seen this before;

My understanding was that when you complete a job then it will
automatically mark all operations as completed. I can see that this is
not always the case. It seems to happen with sub-con ops and some
backflush operations.
