The location of the Job Qty Toggle is:
Table: Comxref
Fields: File = 'JobHead_Mapping', Key1 = JobNum, foreignKey1 = Yes or No
for Job Qty Locked.
I'm still not sure exactly what this does, when I check it for a job I
get a PART HOLD message?

qty toggle is? I know what the schedule lock is but not the quantity

The field was added for MRP, if the locked schedule or locked qty toggle
box changes it's a signal to MRP, where it's stored I do not know.
