JobAsmbl not populated with costs

"This Level" material, labor, and burden do appear to be populated, but
there is another set of costs that are "Total Cost, Total Labor, Total
Material" that are not populated very consistently. In our situation, I can
use This Level costs to get the results I need. I think there may be
something wrong or we are missing a step since the totals are not always
being updated.

You either have to receive mtl, issue mtl, or clock into the job for these
fields to be updated.

I am trying to write a BAQ to get costs for a job and found JobAsmbl. The
fields I need are contained in this table, but not very many of the jobs
have the costs populated. It appears "this level actual" costs are
populated, but not total costs. We have some older jobs that are populated.
What causes the total costs to be populated in this table.
