Resource labor rate is also used for estimated labor cost in the quoting process.

We are running 8.03 and I am trying to figure out which labor rates trump which. The employee I am using has a labor rate of $0 in shop employee setup, but the resource is defined with a labor rate. Shop employee labor rate is what is goes in 'actual' labor $'s on a job.
Resource labor rate is used in the 'estimate' labor $'s on a job.
