This is implemented as a Sequence.
In a progress database sequences are first class citizens one can read the value, set and increment the value they are not a table.
In a SQL database sequences are normally handled in another way, but to keep consistency with how progress works it is implemented as Calvin mentioned in the _SEQT tables.
This is not something you should be manipulating.
If you do have an issue with sequences i.e. you cannot create a record because the sequence is out of sync with the data say after a dump and load, you run the conversion to reset sequences which can be run at any point in time (but outside of business hours really).
