Lock Quantity on a PO

Hi,
Does anyone know if there has ever been functionality on the PO Line to not allow the user to order any quantity higher than what is on the SO?
To clarify:
SO line/BTO release created for 100 units. Lock line quantity is checked.
PO is created and linked to the SO for 100 units.
Customer requests 50 units to now be sent ASAP.
New release is created on the SO for 50 units. Line quantity remains at 100 units with 2 releases for 50.
New release is created on the PO for 50 units. However, now the PO quantity total is increased to 150 units.

Is there anyway to prevent the user from ordering more than 100 units on the PO?

As far as I know, you would have to create a pre-processing BPM to check for that condition and then display a warning or error popup when that occurs.
