Maximum data collections users exceeded

Do you have a ghost session running? Like from a PC that crashed and left a database session active? I'm not sure what the 8.x options are but in 6.1 I would either use ProMon to check if that one is being shown as in use and kill that session or check via the System Management menu in Vantage for connected users.

Check your sessions in the Administration tools, sounds like you probably had
one workstation not logout and you have a hung session in there, clean it out
and you should be fine.
