Maximum number of users exceeded

I'm getting this message on the client side as well as the Epicor Admin Console.  I have re-booted the server and it didn't go away.    Any Ideals on how to clean this up?
We went live this morning on 6.1 (from 4.00.904). We are getting a message
for maximum number of users being exceeded when we should have some
available. How do I view the users on the system? Has promon disappeared?
Is this a max users message or the one that says to increase the -n parameter? 6.1 installs with some default settings for the database that restricts the number of users to 10. You can run the database optimization routine or call support for advice on the settings for your number of users (via Progress Explorer). It will require a reboot of the server to take effect. Promon is still around you just have to manually create a shortcut to it.

You can look at your logged in sessions to vantage through system Management
-> Utilities -> "connected users". This will show you all the current
database connections. If you view this from the server, you can also
disconnect users directly from this window. (I am on 5.2 - I assume this is
the same in 6.1)

Log into epicor admin console, (you might have to have uses log out to get a session to log in)
All pgms/epicor software/epicor admin tools/epicor administration console.
Under server management connect to your server and then epicor904
Click on sessions.
Under license filter usage (on right of screen click select all )
You can cancel the greyed out ones to get more sessions.
However, we've run into this and even when it only appears you are using half of your licenses – something still makes it think they are all in use. Per epicor – at that point you need to restart the database.
