I always create a new security ID for any Menu Item (unless say I am just putting a copy of something like Part Tracker somewhere else in the menu. Then I will keep its original security ID).
So say you are creating a new "My Company Reports" folder off the Main Menu. I would create the menu ID (say UDxxxxx) and then create a security ID (UDxxxxx).
I find this avoids potential security issues later as new menu IDs inherent their parent folder security.
