Michelle,
Did you ever get any additional information on this? We too have seen this same problem and we opened a call with the help desk over 7 months ago and were originally told that the system would not do this.
After fighting with the help desk for a couple months on the issue they created an SCR 56944 which is slated for 8.03.409, but we were originally told it would be fixed in 408 (we are now on 408 and it is not yet fixed).

We recently set up a new plant and now, every time we have an open transfer order for an item the new plant manufactures, the job receipt to inventory warehouse defaults to receive into the "requesting" plant (i.e. the plant that created the transfer order). This causes a MFG-PLT transaction, which means that a transfer order packing slip is automatically generated (and marked shipped) and the part stays in transit until we receive them in our plant.
