Try using RowRules (using the row rule wizard). This allows you to test for a condition in a table.field and then force a rule (in your case, make field required) in another field within the same table.
It doesn't always work, but when it does, it is a time saver (versus hand coding).
Also, while the wizard forces you to have the trigger and the target (for the rule) field in the same tableview, you can take the generated code and often get it to impact things outside the trigger's table (via hand coding).

I keep having people issuing misc. material and not putting a reason
code so it end up in the clearing account. I thought I remember
someone saying a way to make it so a field has to be filled in in order
to be able to click ok on the form. Can someone refresh my memory?
Thanks,
