MRP does not create firm jobs

I’m creating sales orders in site A with OrderRel.Plant set to site B. As expected, MRP creates a make-to-order job in site B. But the job is unfirm, and I want it to be firm.

In Site Configuration, in the Modules > Inventory > General > Detail tab, in the Job Creation section, Make-To-Order is set to Create Firm Job for both sites. Is there something else I need to set to get MRP to create a firm job?
