New Dashboards in 2024.1.20 do not allow Menu Form To Use of User Choice

I am creating my first dashboard after moving up to 2024.1.20.
When setting up the menu item in Menu Maintenance, I cannot set Form to Use as User Choice. When I select Program Type - Dashboard - Assembly, the Form to Use switches to Kinetic and grays out. This is even before I choose the dashboard. This is even when I choose Dashboard-Assembly as first step.

I have been making a Classic and a Kinetic menu item for different user groups. Am I correct in realizing I can no longer make Classic (Modern) dashboards?

Just ignore me.
When I try out the item, it is in Modern.
