New Security ID for New Menu Item

I got it now. Maybe it's just me, but it seems non-intuitive to add new security ID's undernearth each menu item since that doesn't actually assign them to that menu item. After creating them, you have to manually change the menu item to use that security. But hey, it's Vantage, right? Why should I be expecting intuitiveness......

I'm probably missing something, but is it possible to add a new security ID (such as SEC999) to assign to a new menu item? I want to add a folder for some custom reports with different security clearance than any other menu item.

I'm reading the help file, and it suggests picking a security ID that already exists. However, that won't let me give my new menu item its own unique security privelages.
