It may be easier to shutdown the database using ProControl.
If only 1 user is allowed to access Vantage, create a single
user .vtg file.
The single user .vtg file is the same file you use to access vantage
normally, except for the connect options.
Usually they look like
connectoptions= -N TCP -H Server -S vantage
for single user replace it with connectoptions = -1
also very handy for patches and data conversions.
