If you can post a directory listing of \Lib from your system, along with
the exact version of Vantage, someone could compare it to their's, and
possibly provide a replacement copy of the file.
You could also try reinstalling your last Vantage patch; that might replace
it. But it's probably best to find the root cause before doing that or
restoring from tape.
