Non Quantity Bearing Parts and the Fulfillment Workbench

We have parts that are non quantity bearing, and are unable to use
the Fulfillment workbench on these parts because there is no
OnHandQty for them (we are unable to reserve them because of this).

An example of a "part" that this is true for would be an installation
charge. Another example would be a software product that the customer
downloads, or a software license charge.

Our process requires us to use the Fulfillment Workbench, and this is
where we are unable to "reserve and pick" the parts.

Has anyone run into this scenario before?

One option we thought of would be to make the parts quantity bearing
and just artificially inflate the inventory, but if there is a viable
way to do it instead, we would prefer that.
