Notify when PO line is re-opened?

Although there is a re open po line method too.........

I'm looking for a way to either a. prevent users from re-opening a closed PO line or b. send the AP person a notification when someone has reopened a line item.

I've been looking at alerts, BAM's, BPM's, etc. Can anyone give me some guidance as to the best method available? Don't want to have to re-invent the wheel.

I would use a pre-process BPM on PO.Update where the condition is the 'closed' field changes from true to false and the action is to send an email message
