The "Unable to undestand after Declare" error can be fixed by downloading and running the "ivpro14.reg" from the following link: http://groups.yahoo.com/group/vantage/files/Reports%20-%20Crystal%20Reports/ODBC/ivpro14%20for%203.5.reg
It is a registry fix to load a .dll that Merant ODBC 3.5 needs for Progress.
Another file, "ivpro15.reg" is only for Merant ODBC version 3.6.
Your workaround is quite interesting, though.

We used to get all sorts of errors when using the Merant Drivers on Vantage
3.00 and 4.00. Most were that "cannot understand after DECLARE" type
errors. When ever we used Crystal Reports to link tables, any table linking
that I did that was beyond four table across or with complicated table
linking gave this error. I came across this error as well in Access. To
get around this I "cheated". I would use Progress Report Builder to create
links and filter conditions. I would then press Ctrl-Alt-P and then press
F12. What comes up is the SQL Statement! You now can copy then paste that
whole statement right into any program that can use SQL statements! Just be
sure that you strip the READ ONLY text at the end of the SQL statement. I
should run like a charm. We've done this with Crystal Reports, Excel,
Microsoft Query, and Access. I suspect whenever we use the graphical
methods to link tables in other programs like Crystal, the query that is
created is not fully compliant with what is submitted to the Progress
Database.
I realize this is not the direct answer to your question, but this is a
possible avenue to get around your problem and make effective use of any
reporting program you want to use.
