The issue is a registry entry in the ODBCINST.INI section

HKEY_LOCAL_MACHINE\SOFTWARE\ODBC\ODBCINST.INI

Find the Merant 3.6 key

Then ensure the path to setup is correct.

The Dll should end in an s.dll

source as a System DSN.

reinstall the driver.

Do I need to reinstall Vantage on the computer or is there another way
to just update the driver? Vantage runs fine it's is just the ODBC
connection.

This sounds like a permissions issue. You may reinstall the driver,
however, make sure the user has administrative access to the PC in order
update the necessary registry entries. If they have the necessary
permissions and you still can not get it to work, you will manually have
to uninstall the Progress driver which involves diving through the
registry and cleaning out the necessary entries there - I'd rather have
dental work done :-).

reinstall.

Did your drive mappings change or did the name of the server change where you
ran the original setup?

No changes on either have occurred since the original setup.
