Yes, I believe you are linking them wrong.

You need to link the OrderHed to the OrderDtl (with fields Company &
OrderNum).

Then link the OrderDtl to the OrderRel (with fields Company, OrderNum,
& OrderLine).

I believe joins would be:

Customer -> OrderHed (by Company, CustNum)
OrderHed -> OrderDtl (by Company, OrderNum)
OrderDtl -> OrderRel (by Company, OrderNum, OrderLine)
OrderRel -> ShipDtl (by Company, OrderNum, OrderLine, OrderRelNum)
ShipDtl -> ShipHead (by Company, PackNum)
