I don't know if it will help you or not, but once in a while we can't
turn Quoted off on the Summary tab, but if we go to the Header tab and
try it there, it works. I have no idea why it works, it's just one of
those quirky Vantage things.

Why can't we uncheck the "Quoted" box in Opportunity Quote? This quote
is open and should be able to check the box.
