Order Entry Condition

if possible in the order Entry, to put this condition :

I will need to put a condition on the selling quantity. If this order is on MtlQueue table, if not possible for the user to change the selling quantity and I will need to put a message to said at the user why for her if not possible to change this. I don't know the best way for make this action ?
