In the Control Panel of the PC they are using, You have to set them up as power users on the domain not locally. This has to be done by the administrator "locally"

Do you mean make them a power user "locally"? I think I may have tried that. When I signed onto the workstation with the "brian" user locally I made the change, then when I signed onto the workstation with the "brian" user on the domain the change did not remain.

I'm new to AD too. But I think if you have made Brian a domain user, that
domain user policy is superceding the local policy. That item may need to
be turned off from the active directory. Don't ask me how yet. Just a
guess.
