We get a PDF with the customer's name on it. We want to send the PDF
document out to our vendors without the customer name and add
additional comments.

If by chance you have Autovue (Vantage Document Management) you can open PDF, convert to TIFF, edit using any image editor to redact the sensitive parts or add text and then use any cheap PDF printer driver to print to PDF - little or no added cost. Our engineers do this all the time with CAD drawings sent via PDF that they need to send to subcontractors who could potentially also be a competitor. When "printed" to PDF the changes are not "undo-able" as they sometimes are simply editing a PDF with full Acrobat.
