I've been meaning to reply to this, but am just now getting to it.
Anyway, I have experienced a similar sticker shock on the pricing and
licensing restrictions of Crystal Enterprise. Back in the good ol'
days, they used to have a program they gave away for free called Crystal
Info that distributed reports nicely. Then, when they came out with CE,
they broke Crystal Info (which I had come to rely upon). Long story
short, for the licensing dollars we'd need to dish out for something we
used to get for free, I decided to roll my own scheduling software that
sounds like it will work for you. It is free and Open Source:

I wanted a solution to e-mail check stubs for about 300 people from our
Payroll software and thought Crystal Enterprise would do the job.
We are currently on 8.5 and spoke to Crystal Decisions about upgrading to
the Enterprise version. I told them what I
wanted to do and they said that the Enterprise version would allow it and
much more. When we got to the price I was
floored! $45,000. After I got up, I explained that I was going to convert
the Crystal produced stub to Adobe so they
could be viewed with Acrobat Reader. They said that because the reports
were being generated and distributed via
Crystal, I would need a 200 concurrent user license.
We are currently printing the check stubs and manually delivering them. But
for $45,000, we'll be able to do it this
way for the next 20 years.
