OT: New File Monitoring

I ended up finding this through another link for a friend, and it does
exactly what I was looking for.

Is anyone aware of a program, preferably some sort of freeware, that allows
for the monitoring of a folder, and will send some kind alert like a pop up
notification, or while not preferred possibly an email is sent when a new
file is added to a folder? Either an individual client side program, or
server based one.
