Answer (thanks to another use): Under Security/Attachment settings, you can set security to HIGH or NONE. (too bad there isn't an in between).

Subject: [Vantage] OT - Outlook 2000 attachments
Whenever I save an attachment that I receive in Outlook 2000 to my hard drive, Outlook changes the attributes of the file to "Read Only". Is there any way to shut that off so that the file remains the same as the way it was originally sent?
I imagine it's supposed to be a security feature or something, but it sure is annoying!
