It's the last cost captured in partran from a job, PO (or RMA??) reciept.
Depending upon how tight your processes & execution are, it may not be entirely accurate: Ex.: At time of PO receipt, PO line cost is basis of partran record recipt cost. Later invoicing might have a different price (exchange rate? Scrap metal surcharge) and parttran record isn't updated. (Difference gose to a variance GL acct).

Could anybody give me some guidance relating to the Part Cost Details.
It is set up into four sections: Std, Ave, Last & FIFO.
Each section consists of Labour, Burden, Material. Material Burden, Sub Contract
and Total Cost.
On some Parts, I have a figure showing for 'Last'. Can anybody tell me what this
means.
