Permissions Blank Title 76399

I am in the process of setting up different permissions groups. I have beed asked to set up process level security for the credit hold process. The only group that I want to have access to this is the Accounting group. The members of that group are also members of other groups. Do I have to remove the members from tha other groups and give the Accounting group all of the access that the individual members need? For example if some of the members of the accounting group are also members of the order entry group do I need to remove them from order entry and give accounting the access that the order entry group has?
