Plant Visibility Issue - Part Maintenance

When I did that, the user still could maintain fields in the plant tab within part entry. They could not view the plant tab within part tracker (seems to me it should be the opposite way around if anything since at least the part tracker is read only access).

Our issue is even though users do not have access to the closed plant in user security, they still see the plant tab in Part Entry (part tracker hides the closed plant as I would expect it to). We do have a customization on the part entry screen, but I tested the base form and found it showed both plants as well. We are on Vantage 8.03.408A SQL.

Is there anything else that I've missed to restrict access to the closed plant? It was a valid plant with transactions at one point so deleting it is not an option.
What if you remove the user's access to the Plant from the Company tab under User Security maintenance?
