In my humble opinion, a PO to a supplier is a negotiated contract. I would not think crossing out one party's name and inking in another is common prctice on contracts.... A new contract should be created - but then that is my opinion.
Anyway, I would think that a BPM could be created that fires when the VendorNum Changes from any to any on the POHeader. The BPM would need to look at each PODetail to see if a VendPart record exists and then update the PODetail pricing if it does
