When Developer mode is enabled, and a menu item is selected, pre-select that customization in the Select Customization window.
The following is what pops up when I launched a menu item that points to PM_02b. Yet 'PM_01 is the one that is preselected.

Also, when in Customization Maintenance, and you select Action -> Modify Customization, you are asked to select the customization. Should just use the one you had selected in Customization Maintenance
