Go to Tasks/Details for the Quote. The salesperson assigned should be able to change the status.

We're running Epicor 9 and we are unable to close quotes because it says an active milestone task exists... however we are unable to actually modify the tasks, so we're pretty much stuck.
We've got a call in, no answer yet.
