I may not be completely understanding but if you are asking can rules
apply to both methods? Each method will have/need its own set of rules.
Rules aren't shared so you will need to duplicate a rule that applies to
both methods by defining that rule on each method. E9 has the ability to
copy rules (a little buggy or at least quirky the last time I used it)
so that may help propagate rules

Did you define the rules for the alternate method? The alternate method
doesn't inherit the rules as the rules can be different and
operations/resources are for the other plant. In the designer you pick
the alternate method during the rule definition, then you have to apply
rules to the alternate method.
