Yes you can. The rule is really attaching itself to the material
sequence and the operation and therefore to whatever part resides
there.

I have an assembly that has a rule on it but the contents in the
assembly are wrong. Can I delete the contents and add the correct
contents to the assembly without it creating an orphaned rule? The
assembly would not be deleted, just the contents within the
assembly.
