Have not installed onto XP sp3, very sure it would not be a .Net 3.0 issue. If anything it would be a lack of .Net 2.0 or 1.1.
I would try disabling the firewall first. If that doesn't work then I would use the Vista and Win7 x64 install methods which can be found in previous threads.
