Progress Database Will Not Start from the Progress Explorer Tool

In progress explorer, expand the database in questtion and the right click on the "default configuration" and select properties. Once the properties dialog box opens, the first field will contain the buffer size, lower the number, this will lower the -B value.

Symptoms:

* Errors JUNMsg030 and JUNMsg024 when starting database using progress
explorer

* Error in database startup. (JUNMsg030)

* Error in startup of database localhost:20931:.

* ** This process terminated with exit code 1. (8619)

* This broker will terminate when session ends. (5405) (JUNMsg024)

* "# Blocks in DB buffers" value set too high

Cause:
Not enough memory to be using a high value for -B

Fixes:
Set a lower value for -B.

restart the Test DB:

I called tech suppport, but I was forced to leave a message due to an
unusually large call volume.

Does anyone have any idea how I can get this DB restarted??

I shut down the Admin Service and I still get the same error. I have
also rebooted the server several times as well to refresh everything.

Any other ideas??
