Progress DB AppServers [Vista 8.03.403D / OE 10.1B SP3 HF7]

I have a 'Global Alerts / Email Process' setup to auto start and run
continuously. Next time I'll try ending that process (via the Epicor
System Monitor) before takling the DB down.

Is it normal for one of the servers of the AppServer MfgSys803 to
always be in the 'SENDING' state?

Whenever I do maintenance that requires shuting down the DB, the
MfgSys803 AppServer never fully stops. It gets stuck in the 'STOPPING'
state. The server that is always sending never terminates. I usually
use the Windows TaskManager to kill the process (based on its PID).

Is this typical? Or is it a sign that something else isn't quite right?
