Prohibiting Sales Order without Quote

That's tricky because sodtl Carries the quote but not the head.
If you address in 9.05 you are in luck you can use bpm data form on
getneworderhed let me know and I'll give you a sample

You can also just put a BPM on SalesOrder.GetNewOrderHed that fires an
exception no matter what. This should still let them convert quotes as that
calls a different method.
