Is there a way to set the promise date in PO Entry as not a required
field, while in developer mode?

Generally you can't 'un-require' a field, and I would strongly suggest not
doing it even if you find a way. These fields are usually required because
they are needed in other places. Leave em blank and fun things start
happening.

I would suggest just defaulting them to some suitable value and if needed,
remove the associated control.
