I would focus on physical & people before adding (what would be on its own) another non-value added systemic reporting step.
Simple visual checklists. Sign offs on paperwork (we use little stamps) to promote ownership. Tracing complaints back to the source (& having escalating consequences for repeat offendors). Training and management over sight and DAILY (even HOURLY) interest shown.
Get the people on board, change the culture, make it matter thru deeds (not words) & don't fade on staying commited.
Then it might be worth imbedding in ERP to track it.
