Here are my notes from Vantage tech support call when it happened to me.
YMMV - this is what they told me. Good luck.

Vantage Tech Support said to get all Vantage users off - then use Pro
Control to stop the database - then stop and restart the Progress service -
then restart the database. This worked for me - brought back the missing
license. Only took a few minutes with the Vantage users logged off.

Tech support also said that if this hadn't worked, that I might have to
check the license mgr in Vantage. If nbr of users is correct, don't worry -
if nbr users is not correct, you might have to re-enter the authorization
codes.

sessions that has tied her batch of checks up. She cannot get into
the batch on a new session and we need to print these checks. Can someone

Sounds like her systems is still logged in. Run Promon and disconnect
her as a user.
