The "Assigned To" on a quote task is setting to the primary salesperson for a region. The field help states that "...if this quote is created in a territory that does not have a salesperson with the required role, the task is then assigned to the primary salesperson."
However, all salespeople set up in our workforce have the same role as the Required Role, and as such should work - but do not.
I can add all the salespeople as an "Authorized User" for the primary salesperson, but this feels like a workaround, and not a fix.

Response from Epicor support has this bit of info. It hasn't solved our particular issue but I think people might find useful:

PROBLEM DESCRIPTION
How the system assigns Sales Persons To Quotes and tasks?

PROBLEM RESOLUTION
The following document will explain how the system assigns Sales Persons to Quotes. 
This designation will be triggered by the required role on the Task assigned to the Task Set selected on the Quote.

1. If the Customer does not have a Sales Person assigned and our sales territory has at least 1 Sales Person with the required role on the task set then the system will assign as a primary Sales person on the quote the one that matches the require role. The task will be assigned then to the primary sales person on the Quote.

2. If the Customer does not have a Sales Person Assigned and none of the sales persons on the Sales Territory have the required role on the task set then both the primary Sales Person and the task will be assigned to the Default Sales Person on the Sales Territory.

3. If the Customer has a Sales person assigned that do not match the required role and the Sales Territory has at least 1 sales person with the required role on the task set, the primary Sales Person on the Quote will be the one assigned to the customer, the secondary Sales person will be the one sales person on the Sales territory that matches with the required role and the task will be assigned to the Secondary Sales Person.

4. If the customer has a Sales Person assigned to it that do not match with the required role and none of the Sales Persons on the Sales territory have the required role on the Sales Territory neither then the primary Sales Person on the Quote will be the one assigned to the Customer and the Secondary Sales person will be the Default Sales Person in Sales territory maintenance. 
The task in this scenario will be assigned to the Secondary Sales Person.

5. If the Customer has a Sales Person assigned to it that matches with the require role on the task set and the Salespersons assigned to the Sales territory also have the required role on the task set then the primary Sales Person on the Quote will be the one assigned to the customer and this Sales Person will also be the one assigned for the Task.

6. If the customer has a Sales Person assigned to it that matches with the require role on the task set and none of the Salespersons on the Sales Territory matches the require role on the task set then the primary Sales Person on the Quote will be the one assigned to the Customer and this Sales Person will also be assigned to the task.
