Recall Button Grey out - Time and Expense

Anyone might have any idea what caused the Recall button to be greyed out in Time and Expense under detail for a job? The job is not closed and WIP costing has not been done. It’s just grey out. What other things I can look to see why it’s grey out.

We did have a tab in Project entry hidden, but that was done a few weeks ago. Don’t think that would had done it with Time and Expense Entry.
