I had the same problem before. I think what happens , and I confirmed this with tech support is that after you received and inspect a line you cant delete that record. One question: during the inspection did it fail the inspection? In that case, you could open the dmr that was created by that line and put it back on your suggestions and delete it after since it will be seen as no transactions were made for that line.
Im thinking, maybe did you try delete that PO line .. does vantage let you do it?
