Report - Job Assemblies with No Operations

The solution to this is to select Left Outer on the Edit Join screen when
you join the JobAsmbl table to the JobOper table. If you want a stepped
structure, sort & group by Job then Asmbl then Oper. The output should look
like this:

Job
Assy
Oper
Oper
Assy
Assy
Oper
...

If you forget the Left Outer check, then all Assemblies lacking opers will
be missing.
