Feature not bug, Example: Joe is a resource, he does the setup. Bill is a resource, he stocks/monitors the machine after it’s setup.

I agree, but I always thought the resource groups had to be attached to the operation and only those resources attached to that group was usable. What I did not realize is that I can go from the original set up on the operation to something not setup on the operation.
For instance, I have a resource group for all of my cnc machines and another group for all of my waterjet machines. If I have a generic operation for rework, and attach a generic rework resource group, then on the job I can change that generic resource group to my waterjet or cnc groups on the operation.
Hence the bug I am worried about.

That sounds like a perfectly valid thing to do to me - I've always understood the scheduling resource(s) on the operation master to be the "default" place the operation occurs.
